Gambling Site Eyes New Growth Angle as Certified Operators Gain Broader Ad Access

16 October 2026

Google is loosening access for certified online gambling and social casino operators to more premium ad inventory, while maintaining restrictions on non-certified advertisers. Starting August 10, 2024, online gambling and casino publishers on Authorized Buyers, Google's automated programmatic platform, will no longer need to certify their end advertisers. This shift opens up additional country markets, bypassing individual certification requirements for those channels, though it does not reduce standards for Google Ads certification which remains in effect.

End Advertiser Certification Removed From Authorized Buyers

Authorized Buyers allows participating publishers access to Google's Display Network for real-time bidding inventory, but typically requires them to vet the end advertisers serving ads through their space. From next month, that certification requirement is waived for gambling and social casino operators, with 37 markets now open to certified publishers without an additional vetting step.

However, this is not a blanket policy change that removes all restrictions for gambling ads. Advertisers using Google Ads still need to complete Google's certification process, with each targeted country requiring a separate application and local licensing now more strictly enforced.

Google Ads Certification Evolves

The updated Google Ads certification for gambling content, which launched August 26, requires advertisers targeting multiple countries to complete individual forms for each jurisdiction. They must also hold valid local licenses and provide proof upon request.

This demonstrates how even as some programmatic restrictions ease, Google is strengthening oversight for traditional direct-response channels - though still only for certified operators. Eligibility now depends on maintaining up-to-date localized licenses and being able to verify them.

Masthead Expansion At Hand

Authorized Buyers isn't the only platform expanding premium access for gambling publishers: Google will reopen YouTube's home page Masthead to certified operators, likely increasing demand.

More on this is available via CasinoBonusMaster.com.

YouTube's Masthead is the prominent ad space at the top of every YouTube home page feed, making it prime advertising territory sought by brands. Until now, gambling operators have been barred from it despite their premium content.

Starting October 21, 2024, this restriction lifts for certified online gambling advertisers, with some limitations. Only operators subject to mandatory state or national gambling registration requirements qualify. Publishers must also comply with local laws and age restrictions in each target country.

Constraints Remain: Licensing, Geo-Targeting, and Age Verification

These new opportunities come with existing restrictions still in place on where, how, and to whom gambling ads can serve. Certified publishers must continue following geographic targeting rules, age verification, and local regulations in each market. Compliance still requires displaying an age warning, addiction resources, terms and conditions, and license information on landing pages.

These changes don't represent wholesale deregulation of gambling ads on Google's platforms. While they may increase demand and CPMs for compliant publishers, most gambling operators remain restricted without certification, and numerous operational and creative constraints persist. For qualifying gambling brands and publishers, this creates opportunities to access higher-value inventory.

The expanded distribution means gambling sites like social casino games, poker rooms and referral platforms can now bid alongside non-gambling content in more countries via Authorized Buyers, and secure premium Masthead placements on YouTube. Operators using YouTube's Masthead can potentially reach new audiences with gambling content. Whether this translates to significant new business remains to be seen.
